Mulching annoys Drouin resident

Baw Baw Shire has defended the use of a section of land in Balfour Rd, Drouin to mulch cleared trees.

A resident has complained to council about the “continuous mulching noise” heard from across Princes Way in Calway St.

The resident claimed the site was being used as a depot by council, for mulching and storage of goods that, if privately owned, would be subjected to planning restrictions.

But, growth and economic development director Matthew Cripps said there was no inconsistency between the planning scheme and activities being undertaken on the site.

Mr Cripps said council was occupying a section of land at Balfour Rd, Drouin which had been used prior to 2000 and continued to be used by both Vic Roads and more recently council as a transfer station and storage area.

He said the site was physically separated from residential land uses north of the site by Princes Way, the railway line, and a natural berm which assists in limiting the noise generated from the land use activities.

“Council is aware of its obligations to undertake its operations in accordance with the EPA guidelines on hours of operation, to minimise its impact on the amenity of the surrounding area,” Mr Cripps said.
